The name feared all across West Baltimore, Avon Barksdale is a man who comes from nothing and is the head of a huge drug operation. While Stringer and Avon are like partners, the latter is much more protected from the outside world.
He is an old soldier who takes what he wants without hesitation. Avon is a go-getter who doesn't dwell on things. Instead, he has a very clear mindset, which really helps in his business.
7 Brother Mouzone
Coming all the way from New York City, Brother Mouzone is someone who specializes in providing the muscle for different people, and, when he landed in West Baltimore on behalf of Avon, viewers could clearly see the fear in the eyes of Proposition Joe and Stringer.
Brother is one of the most well-spoken criminals in the series. He knows how the game is played, and it's never personal with him. His short and sweet alliance with Omar is nothing less than incredible to watch.
6 Slim Charles
Introduced as one of the trusted people of the Barksdale crew, Slim Charles quickly became one of the fan favorites thanks to his way of operating in the streets. He is not one who likes to engage in a fight; instead, he is someone who is likely to find a truce.

The mastermind behind the drug empire in East Baltimore, Proposition Joe is someone who can read a person impeccably. He knows exactly what to offer to a man in the game, thus his unorthodox name. He is a clear-headed overseer who doesn't involve himself with the daily ongoings on the streets. Joe is trusted by everyone he deals with, and the only mistake he made is trusting Marlo to change.
4 The Greek
Coming from outside of the United States, The Greek is one of the biggest criminals in Baltimore, as his gang provides the streets in the city with drugs. He is very careful with his dealings, so much so that he doesn't even talk to anyone new, even if that person is ready to provide a truckload of money.
While the drug empires come and go, The Greek is the one constant who makes money through different types of illegal activities. Vondas, his right-hand man, is also quite important in the operation.
3 Marlo Stanfield
When Avon and Stringer were done with the drug business, Marlo Stanfield stepped up and took the whole of Baltimore under his wing. Slowly but surely, he made his way up the ladder, killing anything that stood between him and the crown.
He stood by his people and took care of every one of them, but, if anyone flipped, he made sure they paid. As Bodie Broadus said, Marlo did what he did because he could.
2 Stringer Bell
Even though he came from the streets, Stringer Bell wasn't made for them. It's not that he wasn't tough enough, it's just that he was wired to be something more. That's why he felt that a drug empire wasn't enough for him, so he wanted to own the city by getting into politics and influencing just the right people.
Stringer is not only well-educated, but he also knows the very details about his market. He does what needs to be done, even if it meant getting his hands dirty. There's just one mistake he made, though, and that's trying to manipulate Omar.
1 Omar Little
Omar Little is a man who wasn't made to follow the rules of the streets, but to do his own bidding. Without a shadow of a doubt, he is the most feared criminal in the whole of Baltimore by both the cops and the drug kingpins alike. Now, you have to be smart as hell if you are going up against a drug empire every other day. If you're not, your days are pretty much numbered.
Omar is no stranger to how the game is played. He knows what he has to accomplish to do right by his people. Patience is his biggest virtue, and that alone sets him apart from any other criminal in the city.
