He wants to raise the cap on the Oklahoma Equal Opportunity Education Scholarship Tax Credit by $25 million to $30 million. The program sends low-income students to private schools.
"We signed more bills last year, really at the top of what's ever been signed, over 500," he said. "This year, we're going to set a record for the fewest bills ever signed in a legislative session. It's not anybody's fault, but I do have some policies where I am trying to move Oklahoma forward."
Stitt also mentioned merit protection reform, which would call for overhauling the state's civil service system.
Legislators and the Oklahoma Public Employees Association have tried for years to no avail to modernize the state's merit protection system that protects state employees.
Saying he heard from state agency heads that having classified employees makes it hard to get things done, Stitt indicated he wants to take it a step further.
"We don’t need, in this day and age, more protections for folks that work in state government, so we need to change that," he said. "That’s a huge priority of mine."
House Appropriations Chairman Kevin Wallace, R-Wellston, said he was told a list of Stitt's policy priorities was recently delivered to leaders of both chambers.
"After we passed Senate Bill 1922, the (general appropriations) bill, I believe there was a list of bills delivered to the Pro Tem and the Speaker that the governor said, 'if my priority bills pass, I will not veto the budget,'" Wallace said.
